Carl Mortimer Allen was born near present-day Driscoll on the Palo Alto Ranch belonging to Robert Driscoll, Sr. Carl's father was a foreman on the ranch. As a boy Carl attended school at the original Oso School on the homestead of his uncle, Henry D. Allen, Jr. This later became the West Oso Independent School District. Carl was called "Buck" by several of his cousins. One of them, Roy A. Terrell, recalled that as a boy Carl had a donkey which he could ride fast enough to rope calves. Carl was a utility infielder on the 1913 Coast League Champion Oso baseball team. Carl married Essie Inez Newell June 4, 1917 in Nueces County. Inez had moved to South Texas from Limestone County, Texas five years earlier and had attended the Oso Scholl with Carl. He was a noted conservationist. From 1933-42 Carl worked for the federal Agricultural Adjustment Administration implementing its Cotton Field Program. He also served on the Soil Conservation Board from 1950-72. He was selected Outstanding Soil Conservationist in 1958. He was also director for the Nueces County Farm Bureau for ten years. In 1959 Carl was honored as outstanding district cooperator in the San Diego -- Agua Dulce Soil Conservation District. Carl was a charter member of the Coastal Bend Agribusiness Council. Carl served as a school board member for 27 years. He was a member of the board of the Oso Common School District for 17 years until its merger with West Point to form the West Oso School District. He then served on the West Oso School Board for another 10 years. Carl served on the Nueces Electric Co-Op board of directors from 1957-72. He also served on the Nueces County Planning Committee, helped to form the Violet, Texas Water District, and was a member of the St. Anthony's Mens Club in Violet. Carl was active in the Junior Livestock Association for 42 years. He also served as Precinct 15 Democratic Chairman from 1929-1956. He was known as Papa to his children, grandchildren, and great-grandchildren. A sweet-natured man, he was loved and is warmly recalled by all of his family. Carl Allen Elementary School in Corpus Christi and Carl Allen Road (County Road 57) near Violet, Texas were named in his honor.
