Bio

Oscar Balford Payne was the son of Francis Marion Payne and Mary Caroline (or Catherine) Stephenson. Oscar married first Myrtle Bennett about 1909 in Saltillo, Hopkins Co, Tx. They had two children. After her death, he married Annie Francis 'Tott' Dillon on Aug 31, 1923 in Hopkins Co, Tx. They had three children, one dying in infancy.
