Bio

Herbert was born as the only child to Herbert "Nick" Allyn and Mary Virginia (Melson) Carter in Stamford, Texas where he was raised and educated. In 1948 Herbert graduated from Texas A & M where he played football. He refereed and umpired all over Texas and Wyoming including state championships. Herb married Dorothy Ann Pittman on April 22, 1950 in Lawton, Oklahoma. He was in the United States Marine Corp during WWII and served in the United States Army as a Lieutenant. Herb worked for Humble Oil, later known as Exxon, for 30 years. He opened Rawhide Mine in 1975. Herb, Dorothy and their family opened Powder River Office Supply in 1978. Herb served on the Gillette City Council from 1976-1980 before becoming Mayor from 1982-1990. Herb participated on many boards and charities around the community. Herb and Dorothy were instrumental in establishing the Gillette Campus. He was dedicated to making Gillette a better place to work, play and raise a family. Herbert is survived by his wife of 56 years, Dorothy of Gillette, Wyoming,4 sons: Michael (Martha) Carter of Boston, Massachusetts, Pat (Karen) Carter of Marble Falls, Texas, Dan (Linda) Carter of Oak Harbor, Washington and Nick Carter of Gillette, Wyoming, 5 daughters: Mary Carter of Denver, Colorado, Louise (Steve) Carter-King of Gillette, Wyoming, Ann (Bob) Carter-Rose of Cheyenne, Wyoming, Samantha (Kendall) Carter-Glover of Gillette, Wyoming and Claire (John) Carter- Weiss of Rapid City, South Dakota, 16 grandchildren and 3 great grandchildren.
