William was born in 1863 in Millcreek, Utah. He was the third child of William Henry Shirley and Esther Maria Bubb Shirley, and the first of their children to be born in America. William, along with three of his brothers (George, Edgar and John) all died in infancy. The Utah Death Register recorded that 6 week old Baby William died of diphtheria. The death register also recorded his burial plot numbers which indicate he is buried near his two brothers, Edgar and John who also died as children. All three of their graves, located in the Salt Lake City Cemetery, are unmarked. In 1855, William's parents were baptized into The Church of Jesus Christ of Latter-day Saints. In 1859, his parents and older brother Thomas boarded the ship "Alacrity" and emigrated to the United States from South Africa. As Mormon pioneers, his family settled in the Salt Lake Valley area of Utah and eventually the Bear Lake Valley in Idaho. Only three of his brothers (Thomas, Charles and James) lived to adulthood.
