Willie was the daughter of John S. and Sarah Blackman. In the 1870 census the family lived in Arizona, Claiborne Parish, Louisiana. Willie's father was a farmer. In the 1880 census Willie is listed as age 15 living with her younger sister, Lela, and her widowed aunt, Sallie C. Blackman Sacife, in Arizona, Claiborne Parish, Louisiana. Willie's parents probably died between 1870 and 1880. Willie had seven sons and one daughter. After her marriage ended in divorce, she was appointed U.S. Postmaster for Homer, Claiborne Parish, Louisiana, in 1913. Sometime between 1930 and 1935 Willie moved to Shreveport and lived in an apartment with her daughter, Milner. Milner was an elementary school teacher, and she supported her mother.
