Son of Charles Phillip Foote and Ella Silliman. Husband of Ama Rachel Amsberry of Grand Island, Hall County, Nebraska; married on 30 November 1904 in Broken Bow, Custer County, Nebraska. Carl was elected Blaine County Commissioner in 1918 and served several terms, the last being from 1934-1942.
