James "Harris" Hollabaugh, a civic leader and former mayor pro tem of Garland, died Nov. 21 at his Garland home. Born May 31, 1930, in Midlothian, Harris grew up on the Hollabaugh farm, number 8 of 9 siblings. He graduated from Midlothian High School and served in the Air Force during the Korean War. He attended college night classes while assigned at Carswell Air Force Base in Ft. Worth where he met his wife Mary, the love of his life. He earned a bachelor's degree in electrical engineering from Texas Tech University in the late 1950s. He later earned a master's degree in electrical engineering from Southern Methodist University. He worked for E-Systems in Garland from 1962 until his retirement in 1992. He also owned several businesses. Mr. Hollabaugh, a former Garland City Council member, served as mayor pro tem in 1992 and then again from 1998 to 2000. He was elected "because they knew he had the qualities of being a leader," said Garland City Council member Jackie Feagin. "He got along with everybody, he was always prepared. You could always depend on him." His daughter, Nancy of Garland, said her father "always tried to be fair, and people loved that about him." Mr. Hollabaugh served as a council member from 1988 to 1992 and from 1996 to 2000. He was active in many Garland boards and commissions. He was a member of the Garland Chamber of Commerce and served on the boards of Garland Crime Stoppers and the Garland YMCA. He participated in Garland's citizen police and fire academies. Mr. Hollabaugh was a former chairman of the Garland Parks and Recreation Board and a member of the Golf Course Advisory Committee. He was chosen to represent Garland on the Texas Municipal Power Agency board of directors from 1991 to 1995 and served as the secretary and vice president, his family said. In August 2000, he was recognized for his dedication to the city by Garland Mayor Jim Spence. "He just felt like there were a lot of strengths in Garland and wanted to make sure people knew about them," Mrs. Greer said. "He was a people person 100 percent," said his wife, Mary of Garland. "He just loved people � he could just talk to anybody." Mr. Hollabaugh was a member of the First United Methodist Church in Garland and was a charter member of the former St. Paul United Methodist Church. In addition to his wife and daughter, Mr. Hollabaugh is survived by two other daughters, Lisa of Garland and Susie of Carrollton; brothers Clen Hollabaugh of Midlothian, Dr. Raymond Hollabaugh of Lubbock, and Dr. Boyd Hollabaugh of Dallas; sisters Mildred McKee of Fort Worth, Anita Carter of Waxahachie, and Merle Byrd of the Midlothian area; and seven grandchildren.
