Frances Lillian Mills Pelham Shuffield, of Midland TX, passed away on October 3, 2014 surrounded by her family. Funeral services will be held on October 7, 2014 at Holy Cross Lutheran Church in Midland: Frances was born on November 12, 1926 on their farm, the "Old Mill's Place", in Pflugerville, TX to August Sr. and Helen Mills. Francis was the fourth child in the family, after her brother Conway Mills, sister Mildred (Mills) Wendland, and brother August Mills Jr. She attended Gregg Elementary School graduating 3rd highest from among all the 7th grade area schools and later attended Manor and Pflugerville High Schools completing her education in 11th grade at the age of 16. After she finished school, Francis married Bunn Marcus Pelham in 1942. While married to Bunn Marcus, she began employment in the Army transportation department at Ft. Clark TX in 1943 and later at the Travis County TX armed services draft board. Francis and Bunn moved to Austin after Bunn's Army discharge and Navy enlistment, where she became head of the Army payroll dept. After leaving work to have her children in 1950 they had their first child, Diana Marie Pelham in 1951, followed by Marcus (Mark) Lee Pelham in 1955. Francis would return to work at the Travis County TX Tax Assessor-Collector's office, where she became assistant to the chief tax assessor. In 1964, she and Bunn Marcus divorced, and in May 1966 she married Joseph Nelson Shuffield of Austin TX. Shortly after they married the couple moved to West TX to work in the Midland TX city tax appraisal dept. In 1967 Francis gave birth to her third child, Joseph Shuffield Jr. in Midland and would later continue her profession, moving from the city to the county tax departments, where she became the Midland County Chief Deputy Tax Assessor. In 1980, she ran unopposed for the office of Midland County Tax Assessor & Collector...a position she held unopposed until she retired in 1992. In 1981, Texas Governor Bill Clements appointed her to serve on the Texas Board of Tax Professional Examiners, where she helped establish the standards and certification requirements for persons entering the taxing jurisdictions. Although she had a long, distinguished career, Frances was always an adventurous spirit who loved to travel and to be surrounded by the beauty of Nature. She and Joe built a cabin in Cloudcroft, New Mexico which for years served as a quite retreat for the entire family. Francis loved camping, and together with her family they made many trips all over the United States and Canada; some of her personal favorite stops included Grand Canyon NP, Grand Teton NP, Glacier NP, Yellowstone NP, Niagara Falls plus Banff NP and Lake Louise in Canada. She loved her little Rockwood "pop-up" camper trailer and exploring the high Rocky Mountain wilderness. Her life and love was centered on her family and nature's wonders. She and Joe shared their adventures and were very close to each other all their many years together. Francis is survived by her husband, Joe Nelson Shuffield Sr. of Midland; daughter, Diana and Rick Huntington of Cleburne, TX; son, Marcus Lee and Debra Pelham of Midland TX; and son, Joseph Shuffield Jr. and Jason Gomez of Austin, TX. Her grandchildren are Joshua L. Pelham, Jacob S. Pelham of Midland TX and Russell Huntington of Aledo TX. Francis is preceded in death by her parents August Sr. and Helen Mills...her brothers Conway Roland Mills and August Mills, Jr., and her sister Mildred Norma (Mills)Wendland. Pallbearers will be grandsons Joshua L. Pelham, Jacob S. Pelham and Russell Huntington; nephews Danny Mills and Jack Mills and family friend Eddie Duvall.
