Commander Williams first joined the United States Navy as an enlisted man in October of 1934. In March of 1944 he was promoted to the Officer rank of Ensign and eventually retired as a Commander in November of 1964. He saw sea duty on the USS Henderson, USS Chester, LCS(L)-64 (Engineering Officer) and the LCS(L)-128 (Commanding Officer). He was awarded the Good Conduct medal, the American Defense Service medal, the Asiatic-Pacific Campaign medal with 6 service stars, the Navy Occupation medal, the American Theater Service medal, the World War II Victory medal and the Philippine Liberation ribbon.
