Samuel was the son of Thomas and Hernicy Tanner Highley. He was born in Muhlenburg Co, KY. He married Clara Wheeland Nov. 12 1871 in Saline Co, MO. He was the father of Dollie Highley Johnson; who was the wife of Daniel Johnson.
