Bio

Capt. Ralph A. Koch, 71, who was with the Bureau of Naval Personnel here from 1941 to 1946, died Saturday at Bethesda Naval Hospital after a stroke. He lived at 3601 Wisconsin ave., N.W. Capt. Koch was born in Fairbury, Nebr. Capt. Koch was appointed to the Naval Academy in 1899. He was with the Bureau of Navigation here in 1912 and from 1916 to 1918. Four years later he was with Naval Intelligence, returning to the Bureau of Navigation in 1926. During his Navy career he had commanded the Castine, a small vessel; the destroyer Trippe and the submarine E-1; submarine Division 5 and Eagle Boat 17; the gasoline tanker Rappahannock and Division 36 of the Destroyer Squadron, Battlefleet, the cruiser Seattle and the light cruiser Marblehead. Capt. Koch was aide on the staff of the commander of the Submarine Flotilla, Atlantic Fleet, in 1916 and was executive officer of the Battleships Vermont and Texas. He once was in command of the submarine base at Hampton Roads, Va., and was on the staff of the Naval War College in Newport, R.I. in 1932 and 1933. He then commanded submarine squadron 4 and the submarine base at Pearl Harbor. Capt. Koch retired in 1939 but returned to active duty as special assistant chief of the Bureau of Naval Personnel. For his personnel service from 1941 to 1946 he received the Legion of Merit. During World War I he received a letter of commendation from the Secretary of Navy for "meritorious service in connection with the development of the Naval Reserves...." Survivors are his widow, Mrs. Jeannette Drain Koch; a stepson, James G. Drain, 5129 Saratoga avenue, Bethesda; a brother, Clarence Koch, Denver; and a sister in Chicago. Graveside services will be held at 3:30 p.m. tomorrow at Arlington Cemetery. Evening Star, Washington, D.C., Mon, March 16, 1953
