Owen Phillips, 71, of N. Hubert, died Sunday morning in a Tampa hospital. A native of Hammond, N.Y., he had lived in Tampa for the past 17 years. Survivors include his widow, Mrs. Rose Phillips, Tampa; one son, Clearance Phillips, Henderson.
