Bio

Frank was born to Frank Francis I and Freda (nee Hoffman) Costa on Jan.3, 1944 at the original St. Mary Hospital. He graduated from Scottsbluff High School in 1962. He enlisted in the Nebraska National Guard and completed Army basic training. He was a member of the National Guard for 25 years. Frank had been with various Agencies in the Fire Service. He had also been employed as Scottsbluff City Fire Marshal. He retired from the State of Nebraska Fire Marshal's office in 1994. Frank married Cynthia Reifschneider July 24, 1987 at Torrington, WY. He is survived by his wife Cynthia of 33 years; sons, Frank Francis III; Justin Morgan (Jana), with his children, James, Morgan, Nicholas, Nina, Michael; Daughters Candy and children Joseph and Tamra; and Jamie (Rick) Scott, with children, Joshua (Jessica), Brooklyn (Christopher); Step daughter, Nicole Dianne Barnes and children Tate Dawson and Brock Alexander; Brother, Michael; and sisters, Kathy Moore and Patricia (Charles). He was preceded in death by a Grandson, Justin Morgan II, and his parents.
