Joyce was born in Yakima Washington to Delores wheeler and Westly George Mullin. She married her first husband James (Jim) Duncan in 1960 and they had two kids. She married her second George Febus in 1969 and they had three kids. Joyce is survived by her husband George Febus of Bellevue wa, five children Cynthia Duncan (white) of ocean shores wa, Wesley Duncan of Morton wa, Christine Febus (Buxton) of Bellevue wa, Trisha Febus (Weber) of bothell wa, and Michael Febus of Seattle wa. She is also survived by a nephew James Mullin of Renton wa. And her siblings Gary lee Mullin of Yakima wa, George Mullin of Yakima wa, Molly day of kenmore wa, Candace Prado of Yakima wa, billy Saunders of Pulaski va, and Debbie gillamore of Pulaski va.
