Raymond was born in Kansas, the son of Frank and Emma Luksa Kovar, who moved to Texas in 1923, settling near Zabcikville. He graduated from Rogers High School in 1940. He married Dorothy Nell Zabcik on July 7, 1942. They farmed at Red Ranger before he entered the military January 12, 1945. His service was in Saipan, Guam, and Taiwan before he discharged on April 4, 1946, at Fort Hood, Texas. After the war he bought a farm at Leedale where he built a home. Frank was active in community work and well known for his expertise at barbecuing. The Kovars had three children, one of whom, Curtis Ray, is buried in Ocker Cemetery.
