Seymour was born March 3, 1922, on a farmstead south of Overton, Nebraska to Charles and Edna (Deyo) Fox. He attended grade school south of Overton, West 12, until moving north of Overton. He then attended District #77 for a year before moving between Elm Creek and Overton, at that time, he attended East 12. His father died in October of 1930, leaving 5 boys for his mother to raise. In 1933, they moved to Lexington living just south of the railroad on the west edge and began attending Lexington Public Schools. In March 1936, they moved to Sumner when he was in the 8th grade. He graduated from Sumner High School in 1940. Immediately after graduating from high school, he attended trade school in Bellevue for an 11 month program, never going home once. After trade school, he moved back to Sumner and did several jobs; working for farmers, running the elevator, building bridges, even driving a truck for a year. On November 3, 1949, he married Rose Cunningham at St. Patrick's Catholic Church in Eddyville and joined the Catholic Church. After their marriage they moved to Kearney and he worked as a mechanic for Nelson Motors. Exactly one year later, 11/3/1950, they moved to Lexington where he worked for Dawson County Motors for 11 years. Seymour began selling insurance part-time in 1955, and then full-time in 1961.
