Juanita Veronica Francine "Frances" Carter was born June 23, 1936 in San Diego, CA to Frank & Elain Lopez and passed away February 15, 2008 in Dallas, TX. Frances was preceded in death by her parents, Frank & Elain and sister, Annetta. She is survived by her husband of 47 years, Joe Carter; sons: Brian, Joe & Eric; daughters, Cynthia & Joy; 14 grandchildren; 5 great-grandchildren; brothers & sisters: Oscar, Irene, Martha, Silvia, Michael & Lawrence and numerous other relatives & friends. Visitation is 12-9 p.m. Tuesday, February 19, 2008 at the funeral home with the family receiving friends from 6-8 p.m. Funeral service will be 1:00 p.m. Wednesday, February 20, 2008 at Laurel Oaks Funeral Home Chapel with interment following at Laurel Oaks Memorial Park.
