Bio

Harold L. Penn AUGUST 2, 1925 – AUGUST 27, 2018 A native of Ennis, Texas, he served in the Army Air Force during World War II. Following the war, he graduated from the University of Houston. He worked in accounting for several different industries and ultimately became a banking executive in Houston. After retirement, Penn served as the mayor of the city of Bellaire for two terms during the 1990s. He was also active in the Bellaire Lions Club for many years. He was preceded in death by his wife of 64 years, and a son. He is survived by three children, seven grandchildren and five great-grandchildren.
