Bio

Billy Max Proctor was born to W.C. Proctor and Emma "Charlie" Proctor on September 25th, 1925 in Hickory Hill, Upshur County, Texas. Billy graduated from high school in Gilmer, Texas 1942. He enlisted in the United States Navy at seventeen years of age, after the bombing of Pearl Harbor in 1941. Bill served as a Second Class Communications Operator during WWII in the South Pacific aboard a LST 371 ship for two years. He helped transport ships and troops through the South Pacific using the "Morse Code" mode of communication. Billy attended North Texas University in Denton, Texas where he obtained his Bachelor of Arts and Teaching Certification. It was there that he met and later married his first wife, Alice Proctor. Soon after, they moved to Hobbs, New Mexico to continue their work with the public education and education administration for the next 30 years. During their time in Hobbs, they joined the First Presbyterian Church, where they served as Elders and Bible school teachers. It was in Hobbs that they raised their two sons, Max H. Proctor and Joel G. Proctor. In 1980 Billy and Alice returned to Mount Pleasant upon retiring to care for his mother, "Charlie" Proctor and work as a Rancher on the Proctor Homestead. In March of 2000 he lost Alice to brain cancer. Bill and Alice were married for fifty-two years. On February 14th, 2001, Billy married his beloved Emogene Proctor. Through this marriage, Billy gained a step-daughter, whom he loved dearly. Bill and Emogene enjoyed spending time with their friends from church, listening to music, and continued their proud support of the Democratic party. Both Bill and Emogene had a remarkable love for serving people and children, and had a great love for the Lord. Emogene went to be with the Lord on January 25, 2016. They were married just shy of fifteen years. Billy is preceded in death by mother and father, Charlie & W. C. Proctor, his sister, Dovey "Jack" Boswell, his wives, Alicia Proctor and Emogene Proctor and his great grandson, John "Fitzy" Carr.
