Born in Custer Township, Lyon County, Minnesota, son of John Richard Hughes and Annie M Walseth. He was a retired sales executive for Allied Metals. His first marriage was to Marjorie Beatrice Hovig on June 14, 1916 in Lyon County, Minnesota, and they had three sons; Virgil Walseth Hughes, Walseth Richard Hughes, Jr. and Robert Edwin Hughes. He married Virginia Ann Warhol in 1953.
