Bio
Cecil was employed with the Missouri State Conservation Commission from 1944 to 1962, with his final projects being the development of cooperative agreements with the USDA Soil Conservation Service. After retirement, he and his wife left for India in 1963 as U.S. Peace Corps Volunteers. They were stationed in Mysore and trained other volunteers in Agriculture and Home Economics Extension services.
