James 'Jim' Millican Waddell was born in Midland, Texas, to the marriage of Thomas Monroe Waddell and Annie Elizabeth Holcombe Waddell. His father, T.M. Waddell purchased a 52 section ranch in Winkler County, Texas, in 1905. Jim Waddell came to his father's Winkler County ranch in 1906. He was active in ranching for the rest of his life and became a rancher on his own ranch holdings. During his life in Winkler County, Jim was active in Boy Scouting, Girl Scouting and Civic activities. He was a member of the First Baptist Church and served on the Kermit Independent School District school board for many years. Jim was elected as Commissioner of Precinct 3 four times and also served as Tax Assessor from 1923 through 1926. Jim and his first wife, Edith Carlise Waddell lived on the ranch for many years. After her death, Jim married Ann Karsteter in 1933. He was active on his ranch holdings until his death in 1965. His Waddell ranch lands are still owned by his descendants.
